Equitable Access

Reservation policy at SGGS

Reservation of seats at Sri Guru Gobind Singh College — an affiliated college of Panjab University located in the Union Territory of Chandigarh — is implemented in accordance with the rules and instructions framed by the Chandigarh Administration. In the case of Kashmiri Migrants and Kashmiri Pandit / Kashmiri Hindu Families, Victims of November 1984 Riots and Terrorism, Kargil Martyrs, Single Girl Child, Cancer / AIDS / Thalassemia, Rural Area Students, Students from Jammu and Kashmir, Border Area Students, Excellence in Youth Festival, and Economically Weaker Sections, reservations are made as per instructions issued by Panjab University Chandigarh from time to time.

Foundational Split

UT Pool & General Pool

After excluding the Sports reservation, the total sanctioned intake is divided into two pools.

UT Pool — 85%

Filled from candidates who passed their qualifying examination as regular students from schools / colleges recognised by the Chandigarh Administration and situated in the Union Territory of Chandigarh.

General Pool — 15%

Filled from candidates who passed their qualifying examination from institutions located outside the Union Territory of Chandigarh, or otherwise.

Note: For the B.P.Ed. (Four Year) Course, the UT Pool / General Pool ratio is 60% / 40% as per Chandigarh Administration Education Department letter no. DPI-UT-C5-26 (1) 92 dated 19th July 2004. Amendments, if any, in the reservation policy of Chandigarh Administration / Panjab University will be followed up to the date of admission for each course.
General Information

How candidates are considered

Open Seats Always Open

Every candidate applying against reserved seats — whatever the category — can also be considered for admission against open seats of the respective quota, as per his / her merit. The candidate may then choose to take admission against either the reserved category or the open category.

Multiple Categories

Any candidate applying in more than one reserved category will be considered in each one, with internal seniority maintained on the basis of merit in that category. The benefit, however, can be availed in one category of the candidate's choice.

Unfilled Seats

If seats belonging to any reserved category — except for additional seats — remain unfilled for want of eligible candidates, they may be filled from amongst open category candidates belonging to the same quota.

Note: The benefit of additional seats under Cancer / AIDS / Thalassemia is not admissible to students seeking admission in courses falling under regulatory agencies such as MCI, DCI, BCI and NCTE.

Sports

2% in each course, not split by pool. Open only to those who passed their qualifying examination from Chandigarh-recognised schools / colleges as regular students for at least two years before the Gradation Certificate, and who have represented Chandigarh in National or other recognised tournaments. Achievement must be within the three years preceding admission.

Differently Abled

Minimum 5% in each pool. A 5% concession in minimum eligibility marks applies, subject to a minimum disability of 40% and meeting the prescribed pass marks. Temporary disabilities are not eligible. Medical certificate must be from the Principal Medical Officer / Civil Surgeon of Chandigarh.

Kashmiri Migrants

Concessions include relaxation in cut-off percentage up to 10% (subject to minimum eligibility), increase in intake capacity up to 5% course-wise, reservation of at least one seat in merit quota in technical / professional institutions, and waiver of domicile requirements.

Kargil War Martyrs & Disabled

1% reservation with a minimum of one (01) seat per course, plus exemption in fee and hostel fee. Applies to wards of martyrs and those permanently disabled (up to 80% leading to incapacitation) of the Kargil war, with valid Ministry of Defence certification.

Single Girl Child

Up to two additional seats per unit per course (max four seats per course) for the only girl child or one of the only two girl children with no male child. Available to only one of the two girl children of a couple.

Rural & Border Area

Rural Area: two additional seats per course for those who passed both Matriculation and 10+2 from rural schools (outside Municipal Corporation / Municipal Committee / Small Town / Notified Area). Border Area: one additional seat per course for those who passed Matriculation from a border-area school.

Youth Festival

One additional seat per unit for candidates who excelled in international cultural festivals, AIU All-India / North-Zone Inter-University Festivals, or won positions in PU and State / Central University festivals — within the three preceding years.

Economically Weaker Sections (EWS)

10% reservation over and above sanctioned intake for those not covered under SC / ST / SEBC reservations, with family gross annual income below Rs. 8 lakh and not owning specified disqualifying assets (5+ acres agricultural land, 1000+ sq. ft. flat, etc.). Certified by an officer not below the rank of Tehsildar.

Inter-Se Priority Order

Per Government of India, Ministry of Defence, Department of Ex-Servicemen Welfare letter no. F.No.6(1)/2017/D(Res.II) dated 21st May 2018. The merit list within the 5% UT Pool reservation is prepared in this descending order of priority.

Para-Military scope: Per Panjab University letter no. 7751-7780/Misc./A-6 dated 14-08-2003, "Para-Military Forces" includes wards of personnel serving in the Intelligence Bureau, National Security Guards, and Special Services Bureau — at par with wards of employees of other Para-Military Forces (Government of India, Ministry of Home Affairs circular no. 27011/9/98-PF-I dated 26-05-1998).

Categories A to F

Documents to be submitted at the time of admission.

A. Sports

Gradation Certificate issued by the Director Sports, Chandigarh Administration, or his nominee.

B. Scheduled Caste

Scheduled Caste Certificate (in the name of the applicant) from the competent authority. The specimen affidavit is given at the end of the Prospectus.

C. Scheduled Tribe

Scheduled Tribe Certificate (in the name of the applicant) from the competent authority. The specimen affidavit is given at the end of the Prospectus.

D. Differently Abled / Physically Challenged

Medical Certificate issued by the Principal Medical Officer of his concerned district / Civil Surgeon of Chandigarh, indicating percentage of disability.

E. Wards of Freedom Fighters

Certificate issued by the Deputy Commissioner of the concerned district. The specimen affidavit is given at the end of the Prospectus.

F. Wards of Defence / Para-Military

Document issued by the competent authority. The specimen affidavit is given at the end of the Prospectus.

Categories G to O

G. Kashmiri Migrants / Pandit Families

Certificate issued by an authorised Government Officer (Relief Commissioner / Deputy Commissioner of the concerned district / area) plus proof of current residence (Ration Card / Voter ID / Driving Licence / Aadhaar / Passport, etc.).

H. Victims of 1984 Riots & Terrorism

Certificate from the District Magistrate. Migration card alone is inadequate. The specimen affidavit is given at the end of the Prospectus.

I. Kargil Disabled / Martyrs

Certificate from the Ministry of Defence, with the same recorded in the family pension book.

J. Single Girl Child

An affidavit on a stamp paper worth Rs. 20/- duly attested by a Class I Magistrate, declaring that the benefit is being claimed for only one girl child and not for any other. The specimen affidavit is given at the end of the Prospectus.

K. Cancer / AIDS / Thalassemia

Certificate issued from a National Medical Institute such as PGI, AIIMS, etc., as proof of the medical condition. The specimen affidavit is given at the end of the Prospectus.

L. Rural Area Students

Certificate from the D.E.O. / Principal of the concerned institute confirming the school is in a rural area (outside Municipal Corporation / Municipal Committee / Small Town / Notified Area).

M. Border Area Students

Certificate from the Tehsildar or the Principal / Headmaster / Head of the School certifying the school where Matriculation or 10+2 was passed falls in the Border Area.

N. Excellence in Youth Festival

Distinction Certificate of Youth Festival or State-Level Competition of State School Education Board. Achievement must be within the three preceding years of admission.

O. Economically Weaker Sections

Income and Asset certificate, issued by an officer not below the rank of Tehsildar in the States / UTs. The specimen certificate is given at the end of the Prospectus.

Verification

All category certificates are verified at the time of admission. Applicants must produce original documents along with self-attested copies. Any false claim or submission of a fraudulent certificate will lead to immediate cancellation of admission and may attract legal action.

Scholarships for Reserved Categories

Students from reserved categories are eligible for centrally-sponsored and state-sponsored scholarship schemes, including the Post-Matric Scholarship for SC / ST students and the National Means-cum-Merit Scholarship. The College's Scholarship Cell assists eligible students in applying for these schemes.
